Karl Rove has declared war on grassroots conservatives and Tea Parties. Rove, who had the richest Super PAC in 2012 (American Crossroads, which reportedly spent $300 million in the 2012 election cycle), has started a new fund called Conservative Victory Project to spend big bucks in the 2014 Republican primaries to defeat Republican candidates not approved by the Establishment.

Rove’s big-money spending last year, which was similarly designed to help only Establishment candidates, especially if they had defeated a real conservative in the primary, was notoriously unsuccessful. Of the 31 races in which Rove aired TV ads, Republicans won only 9, so his donors got little return on their investment.

Establishment losers included Rick Berg who lost in North Dakota and Denny Rehberg who lost in Montana, even while Romney was carrying both those states. Other Establishment losers were George Allen in Virginia, Tommy Thompson in Wisconsin, Connie Mack in Florida, and Heather Wilson in New Mexico.

Meanwhile, Rove was helping Harry Reid to keep control of the Senate by trying to defeat real conservatives nominated by grassroots Republicans. Rove made nasty and hurtful remarks about conservative candidates he didn’t like.

Planning is not a one-size-fits-all exercise. Yet, that is exactly what regional plans attempt, while gradually silencing local officials and the public.

Here are 10 reasons to avoid implementing regional plans and councils. Cleaner Greener NY [1], also called the Capital Region Sustainability Plan [2], is a model of why community members and local public officials must work together and say “NO” to regionalization and regional planning.

See how many apply to your region’s proposal.

1. Planners gain miniscule community participation when forming the regions, the plans or the councils

There over 1 million residents in the proposed Capital Region Sustainability Plan (CRSP). Despite claims of “stakeholder engagement” (CRSP p26), less than 300 participated in planners’ workshops. In CRSP surveys, only 96 people, or less than .0001 percent of residents participated. (CRSP Appendix 16, p11)

2. Plans are prepackaged and do not represent unique community needs.

In spite of claims to the contrary, most plans encompass the same government sponsored top-down “livability” control features. CRSP includes the same “livable communities” (p99), fewer vehicle miles traveled (p128), and increased compact living (p105) as most regional plans. Cleaner Greener NY (CGNY) further promises the government and non-governmental organization pushed (NGO) standbys of virtually every plan: confiscation of open spaces (p75), forced environmental justice (p58), hi-speed rails (p63), and dilution of privately controlled farmland interests through conservation easements (p90).

3. Plans do not protect individual property rights.

Few regional plans mention the potential individual property rights infringements, tax increases or loss of potential wealth accumulation inherent in most proposals. None offers any method for protection against such losses. The CRSP contains no enforceable landowner protections.

If I were launching a new conservative venture, the last venue I'd choose for the announcement would be the New York Times. Karl Rove has gone to the Times to announce that he has created a new "conservative" entity "to recruit seasoned candidates and protect Senate incumbents from challenges by far-right conservatives and Tea Party enthusiasts."

Rove argues that Republican fortunes have been ruined by "far-right conservatives," but he's shamelessly calling this entity the "Conservative Victory Project." Yes, and I could call myself Ray Lewis, but it doesn't make it so.

Whaddaya know? The liberal Democrats at the Times love this idea. They call it "the most robust attempt yet by Republicans to impose a new sense of discipline on the party." They would love a group to "discipline" conservatives right out of the GOP nominating process. What the heck? They could call themselves "conservative," too.

Rick Scott: Still Too Many Questions Remain on Federal Health Care Law

Gov. Rick Scott isn’t ready to embrace the federal health care law, at least not yet.

In releasing his $74.2 billion spending plan and agenda for 2013 on Thursday, Scott proposes the state cover individuals now eligible for Medicaid coverage but not currently on the health care rolls, as required by the Affordable Care Act.

But Scott said the state still doesn’t have enough information about the optional expansion of the state Medicaid program to offer any firm direction for legislators who are now studying the law known as Obamacare that the Republican and business community in Tallahassee have long fought.
